Prevent Google Docs from Being Downloaded by Viewers
Preventing downloads in Google Docs hides the export and download options for viewers and commenters. This reduces the chance that someone will create an offline copy of the document without your knowledge.
How to disable downloading
Open the sharing dialog for the document (Share button in the top right of Google Docs). Click the gear icon in the top right of the sharing panel. Uncheck 'Viewers and commenters can see the option to download, print and copy.' Click Save. This setting affects all viewers and commenters on the document.
What this actually prevents
Disabling the download option hides the File > Download menu for Viewers and Commenters. It does not affect Editors, who retain full download access. It also does not prevent screenshots, printing to PDF from the browser, or using keyboard shortcuts that some users might try.
Combining with restricted sharing
For maximum control, set the document to Restricted access (only specific people) and disable download for those people. This limits both who can see the document and what they can do with it.

Can I prevent editors from downloading the document?
No. Editors always have full access including downloading. If you need to prevent a collaborator from downloading, reduce their role to Commenter or Viewer.
