Fix Table of Contents Links Not Working in Google Docs to PDF
Table of contents links that do not navigate in a PDF from Google Docs are usually the result of a manually typed TOC rather than one inserted through Google's built-in feature, or the document headings were changed after the TOC was generated. Here is how to fix it.
Check whether the TOC was inserted or typed manually
Click an entry in the table of contents in the Google Doc. If the entry is a clickable link that jumps to the section in the Doc, it was inserted using Insert > Table of contents and will export with working links. If clicking does nothing or the entries are just styled text with no link behavior, the TOC was typed manually and links will not work in the PDF.
Delete the manual TOC and insert a proper one
Delete the manually typed table of contents. Place your cursor where the TOC should appear. Go to Insert > Table of contents and choose a style. The inserted TOC automatically links to headings in the document and exports as working navigation links in the PDF.
Update the TOC after editing headings
If headings were added, removed, or renamed after the TOC was inserted, the TOC entries may be outdated. Click anywhere inside the TOC and a small refresh button appears. Click the refresh icon to update the TOC. Then re-export the PDF.
Format headings with heading styles
TOC links only work for text that uses Google Docs heading styles. If headings were formatted manually with bold text and larger font size rather than using the Heading 1 or Heading 2 style, the TOC will not detect them. Select each heading, go to the Paragraph styles dropdown, and apply the correct heading style.
