Fix Missing Headers and Footers in Google Docs to PDF
Headers and footers that are missing from a PDF exported from Google Docs are usually caused by them being accidentally deleted, not properly defined through the Insert menu, or a page setup issue. Here is how to diagnose and fix each case.
Confirm headers and footers exist in the document
Double-click at the very top or bottom of a page in the Google Doc to enter header or footer editing mode. If the header or footer area is empty, the content does not exist in the document. Any text at the top of the page that looks like a header but is actually in the body will not repeat on every page and may not export as a header in the PDF.
Insert or restore the header and footer
Go to Insert > Headers and footers > Header (or Footer) to create a proper header. Type your content. This will automatically appear on every page of the document and will export correctly to PDF. Do not manually type header text in the page body area.
Check the first-page header setting
Google Docs has an option for a different first-page header. If 'Different first page' is checked, the first page header may be empty even though subsequent pages have headers. Double-click the header on the first page and verify what is there, or uncheck the option if you want the same header on every page.
Margin settings hiding the header area
If the header margin is set very small, the header content can overlap with the body content and appear invisible. Go to File > Page Setup, check the header and footer margin values, and increase them to at least 0.5 inches to give the header area enough space to render.

Why are page numbers missing from the PDF footer?
Page numbers inserted with Insert > Page numbers export correctly. If they are missing, the footer may have been deleted. Go to Insert > Headers and footers > Footer, then Insert > Page numbers to re-add them.
