Combine Documents from Multiple Reviewers

Collecting review copies
Ask each reviewer to keep their comments in their own copy or section document. Once all reviews are complete, collect the document links, ensure each reviewer has shared their file with you, and select all review documents in Drive.
Merging in a logical review order
Set the merge order to reflect your review process: original document first, then senior reviewer, then secondary reviewers. The merged PDF provides a clear record of the review process in document form.

Do suggested edits and comments appear in the merged PDF?
Comments appear in the PDF if the document is exported with comments included. Suggested edits appear as tracked changes markup if the export includes markup. You can control this per document in the source Google Doc before merging.
